If you are un-able to log into Steam, it may be because of a spot of wind that hit the Washington state area (where Valve is located). Keep in mind that Valve doesn't control the weather, nor the power grid, nor can they make repairs to electric poles that have been snapped in half. You can always try offline mode. I find it best to disconnect your network cable from your computer (or disable your network via the control panel) before starting up Steam. This method has never failed me for working with offline mode in Steam
